Every individual and every ‘organ of society’ has an obligation to contribute to an atmosphere conducive to the enjoyment of human rights. This obligation is universal and concerns all - state and non-state - actors. The primary responsibilities and obligations in the field of human rights enjoyment remain with the state, and the state cannot relieve itself of these obligations by ‘delegating’ human rights obligations to non-state entities or, for that matter, international organisations. This does not, however, mean that non-state entities do not have responsibilities...
