law and order is the subject of state governments and it's home ministry, state agencies which are responsible for mailing law and order in the state are State Police, State intelligence bureau and administrative officers.

In any case state has to make sure that the law and order is under control and there are no unlawful activities happening there in the state.

If law and order situation in any of the Indian states goes out of control or if the state govt fails to maintain the law and order condition then they can ask help from the Central Government and Union Home ministry which will provide extra forces like CRP to the state which will help maintaining law and order in the state.
But the state governments are totally responsible for the law and order problem.
