government choose its involvement in a programs by either taking complete responsibility or partial.

Central government, provinces and other state departments initiate development projects.
Projects are large-scale, long-term and require large sums of money.
Bring about development by creating jobs and reducing inequality and poverty.
Weak State Control
Where state control is weak, government often fails to satisfy basic conditions and carry out its responsibilities, such as reducing corruption and criminality. The reason are: weak govt, lil control.
