Now acid and base is a relative concept. For two substances in contact with each other, the one with higher acidity acts as an acid and other as base. For example, both H2SO4 and HCl acts as an acid in water,NaOH,etc. but when H2SO4 is kept in contact with HCl, H2So4 being stronger acid acts as an acid and HCl as base.
Like Pyridine,1,8-Bis(dimethylamino)naphthalene, are some very renowned organic bases.These bases are hardly soluble in water and thus hardly ionize in water (because Like dissolves Like) but act as fine bases in presence of strong protic acids like sulphuric acid,dilute nitric acid etc.
