As root hair adapted for the absorption of water, by the means of osmosis and with help of xylem all the water is circulated all over the plant due to the root pressure..

Root hairs: 
Huge surface area for absorption of water and minerals in the soil. I believe they also have a low water potential to cause osmosis to occur. 
Xylem: 
Are dead cells, no cell contents. They are strengthened by a cellulose wall which gives them their strong structure.
