See hundred digit no.

If it is smaller than 5, then put 000 without changing thousand digit. And

If it is 5 or more than 5, then put 000 with adding 1 to thousand digit no.

As in no 4326:

3 is smaller than 5..

So it's nearest thousand is 4000.

4000 is correct answer.
