The numbers are same because the no upto which we are taking we have to see its next number if the no is greater than 5 then only the no will be rounded off. For example : in nearest ten thousand we have taken upto 6 so we have to check whether its next no is greater than 5 or not. So we found that the number after 6 is five so we can't do round off. The same thing will be done for lakhs. In which we have taken upto 5 and the next no is 3 which is smaller than 6 so in this case also we can't do round off.
