There are four states of SR flip flop
So,
When the both the inputs are 0 and 0 then the flip flop is in hold state
Which means it will restore its previous input
When
S=1 R=0
the output is in set state(Output =1)
When
S=0,R=1
The flip flop is in reset state (Output =0)
When
S=1 ,R=1
The flip flop switches to toggle mode which means the output is not defined
So,
it is also considered as unstable state
