What the poet means by world of possesions is everything that people possess, it could be any item, etc.
The sentence balls will be lost always means that the little boy lost his ball and somebody saw it and possessed the ball by taking it away.
Nobody can buy a ball back because you will always get lost trying to find it, as said by the man to the little boy.
The poetic device used in the third line is wise but rude, the purpose though is that the man is trying to tell the boy that he cannot possess his ball which was taken away.
