This happens because the charged comb induces an opposite charge in the paper and as opposite charges attract, the paper sticks to the comb.

We observe that the paper pieces gets attracted by the comb which now behaves like a magnet. This is due to electrostatic force of attraction between the paper and comb. when we rubbed our hair with the comb the comb becomes charged. This charged comb now attracts the paper.
