Rubber and other elastic like materials are a subset of solids, rubber is a non-Hookean solid, which deforms with the application of forces, but then regains it’s original form upon the removal of external forces. The original three states of matter - solid, liquid, gas - is a throwback to when “scientists” did not have all the different types of materials that we have now.

They are the form of solids but if you notice it changes its shape only when apply force. It cannot change its shape on its own unless or until an external force is applied to it. And like any other solid if you apply too much force, it breaks.
