The definition of what makes a solid or liquid (and also what kind of solid or liquid it is) it a pretty complex problem that looks at such things as long or short range range positional order (what makes something a crystal as opposed to a liquid crystal or liquid)But in this case I would go back to a very simple criterion: if you put a liquid in a comtainer it will mould itself to the space the container (aka flow to the bottom)A solid retains its shape independent of containerThe way it responds to stress (stretching the rubber band) does not influence this property at all

Answer:rubber band though stretchable is a solid because when stretched the rubber changes it,s shape but when released it comes back to it,s original shape. thus we can conclude that rubber band is a solid, an elastic solid
