Rubina had 18.50m (or 18 meters and 50 centimeters) of cloth.

She cut 5.80m (or 5 meters and 80 centimeters) of cloth.

So, subtracting 5.80m from 18.50m

18.50

-5.80

12.70

Hence, there is 12.70m (12 meters and 70 centimeters) of cloth left with her.
