So Ruhi will arrange the blocks in form of rows and columns only where the product of the row and column must be 16 only as the total number of the blocks is 16 only.

Arrangements in the form of rows and column is given by:

(2, 8)

(4, 4)

(8, 2)

(16, 1)

Hence these are the possible arrangements.
