F.W.Taylor because according to him
there was scientific principles that supported The rule of thumb.F.W.Taylor introduced "Scientific management" which was totally based on science and it's principles.
He insisted that time of thumb indicated the dictatorship of the manager.The rule of thumb wasnot
tried or tested.But F.W.Taylor insisted that Scientific management is good for decision making and helps in better utilisation og resources to get more profit.
