This could not be more true.  While the ruled choose their leaders every once in a few years, their responsibility only begins there. First of all, we must all take active part in the elections and exercise our franchise so that we have representative leaders.  It is unfortunate that in India, people hardly know their leaders. In places like the US, there are vibrant debates that happen which showcase the policies that the leaders plan to adopt.  

Even after the elections, the public needs be active participants in nation building. For instance, we cannot all the time be littering while expecting the local Government bodies to keep our surroundings clean.  

The rulers of course have a fiduciary responsibility towards the public. They are merely Government servants who are representatives of the public. They must rule keeping in mind the wishes of the public. The very recent incident on the British vote to leave the European Union is a classic example of this.

shrotriyashrishti: once a representative is elected, it is the duty of the representative to fulfil the requirements and desires of the citizen.the representatives cannot make decisions against the interests of the public.However, active participation of the public is necessary for making effective decisions.Therefore, both the rulers and the ruled have certain responsibilities towards making of an ideal democracy.
