The rulers and the ruled both should be aware for the making of an ideal democracy because, rulers act as leaders in our society. Everyone looks up to them. They should be just and of an unsound mind to lead the society and remove the social plagues that harm it. They should bring about new changes. They should be aware of the changing times and progress with it. As for the ruled people, they should be aware of the ruler and his behaviour so that they are not misguided. They have the power to elect new rulers and use this power fairly.
