Constitution is drafted by indigenous or native people as they perceive the problems and strength of the country. As a result, many changes that seem necessary are incorporated in the draft without having to legislate afresh. It also sets the tone for inexperienced parliament and cabinet who may not have time to debate and promulgate immediately for the larger issues requiring a seasoned outlook. There will be mistakes even in Bills drafted later but the Constitution provides a foundation and makes amendments possible. Ideally a country must begin a draft immediately on learning of possibility that she may be declared a republic. When this is done, citizens are clear on what they will gain from this document in terms of rights and how the State intends to provide for them. There is no ambiguity when government is sure of its own duties and accountability. Often when a country has no constitution, people struggle to cope with different forms of government like military, communism and monarchy. This causes avoidable losses in terms of human lives in battle, civil strife and drudgery. All global institutions like UN, IMF and ILO are aware of the true nature when it is set out expressly in the Constitution. As long as the country is a free republic, this statement is a beacon for ships lost at sea. Every once in a while when it seems that land is unreachable, the Constitution draws a country right back to its core ideals and founding philosophy.
