he didn't explained that all atoms in an element revolve around special orbits by not radiating energy which was explained by bohr

Because in Rutherford's model the elctron will emit electromagnetic radiation when orbiting the nucleus and finally it will end up in nucleus which will make the atom unstable. This doesnot happen in real life.
