This is because of change in temperature . During Oct/ Nov land has low temperature and thus high pressure while sea being at high temperature. Wind blows from Land to Sea( High pressure to low) and thus S.W monsoon winds retreat from India

The South West Monsoons start their retreat with the commencement of September from Northwest India.

This is due to the shifting of the sun towards the equator and away from Tropic of Cancer after June solstice, as a result of which there arises an area of low temperature.

As the sun retreats the cooling down becomes faster and as they retreat down south the air masses pick up moisture from Bay of Bengal and it turns into North-East "monsoon replacing" the "South west monsoon". The low pressure area now transferred down south to Tamil Nadu and neighbouring states creating severe cyclonic storms and a period of turmoil.
