Sabha was an assembly of the elders and was not meant for all. Why do you think sabha was made into an exlusive body?

Our constitution possibly does not say like this.we are guided by our constitution and the same covers everything.Besides wee can not go a single inch of the same.The members of the upper house are elected by the members of the state legislative Assembliies and discharge their duties according to constitution.
