Solution:

Let "x" litres represents the quantity of tea made by Saima.

So,

The quantity of milk in the tea will be = \frac{2 }{2+9}\:x =  \frac{2 }{11}\:x

If Saima uses 1 litre of milk to make the tea then we can form the equation as follows:

\frac{2}{11} \:x = 1

\implies x = 1 \times \frac{11}{2}

\implies x = 5.5 \: litres

Thus, Saima can make 5.5 litres of tea by using 1 litre of milk.
