Just to be the first to post the answer, when Sally was 13 and her mother was 39 Sally's mother was 3 times Sally's age. The mother is 26 years older than Sally. As Sally's mother is 80 years old now it was 41 years ago that she was three times Sally's age. No explanation how I arrived at these figures.
