Sam lives in a region where there are many trees. These trees are an excellent habitat for migratory birds. Very few people in his region have respiratory problems. Though there is no lake or river flowing through Sam’s region, they receive adequate water supply throughout the year. Often there are many complaints about robberies in his area.

so the region where Sam is living may be a town which is well maintained by a municipal Corporation as they are supplying water (which may be stored by the water body authorities) and also planting trees.
It can't be a Village as you mentioned there are no lake or river so getting water throughout the year will be difficult.
there are very less chances that it can be a city which is maintained by very hard working municipal Corporation.
