According to the Question :

Sandeep connected one end of bulb to battery's positive terminal with copper wire and negative terminal with plastic wire. But bulb is not glowing .

We have learnt that plastic is a bad conductor also called as an insulator which doesn't let electricity to pass through it . And we learnt that electricity must pass through positive to negative terminal in order to get the light bulb lit . But when negative terminal is an insulator ; of course the bulb will not glow .

One thing to note is that plastic doesn't have free ions which will conduct electricity and let it pass through . Thus , an insulator .

Hence the bulb doesn't glow.
