We are given that sandeep has connected one end of bulb to battery's positive terminal with copper wire and negative terminal with plastic wire and the bulb did not glow.

The Reason behind this is in this connection sandeep has used plastic wire. Plastic does not conduct electricity . Plastic is a non-conductor of electricity(i.e, insulator). Also Plastic did not allow the ions to pass through it.

Hence , The bulb does not glow.
