In the poem ‘A Time to Believe’ by B. J. Morbitzer there is an expression:
‘To believe is to see angels dancing among the clouds,
to know the wonder of a stardust sky
and the wisdom of the man in the moon.’
This expression means it is through self-belief man can see the beauty of the star-studded sky and read the wisdom of the man in the moon. Self-belief equips man with deep insight and acumen with which man can see beauty and divinity hidden almost everywhere. However, the deep sky appears to be awe-inspiring; the galaxies far away appear to be as if stardust.

What the poet is trying to say is the fact that believing the most important part in anything.
When you believe you can do something you will achieve it.
Believing in something is what will let the poet fly, here when he says "the sky has a magical quality" it definitely is a metaphor for life and how magical it can be if we just change the way we perceive things.
