Scandium outer configuration is 3d1 4s2 .it loses 1 electron from d orbital n 2 electrons from s orbital to form Sc3+ ion whose configuration is equivalent with argon which has a noble gas configuration. so it does not have many electrons in d orbital like manganese to show variable oxidation state.
