Because scandium does not have a fixed valency. Where as zinc has fixed valency of 2

Zinc is not considered a transition metal because its last shell contains half filled orbitals which are extremely stable.
It has 3rd orbital Fill by 10 electrons they are paired so they can't release them only loose them.
