scavengers and decomposers both feed on dead organisms .why have they been grouped seperately?

They both are not same,Scavengers refers to an animal that feed on dead plants,animals etc whereas Decomposers are refers to soil bacterium or fungus that decomposes organic matter...

As both feed on dead organisms and makes the environment clean if scavenger and decomposers will not eat the dead organisms then everyplace will not be clean there will be waste materials of the organisms at all places.
