Students should be given holidays or vacations according to the place and the climate of the place.

If there are very hot summers in a place, then the summer vacations should be a bit long.
If there are very cold winters in a place, then the winter vacations are long.

So it normally depends on the climate of a place to decide whether the students should be given long vacations or not.
