Why should we shake our hands to keep floating in sea? Does it matters to increase the buoyancy force, which helps in floating?

according to Newtown's third law of motion action &reaction are equal & opposite .
so when we shake our hand in backward direction , it is our action then force of water pulled us in forward direction that is reaction.
so , shaking our hands is not matters from buoyancy only
