Scientific investigation why clothes dry up in dry weather and not in humid weather

because in a dry weather the humidity is not present in the surrounding  and which helps evaporate easily . and also it good temperature which also good to evaporate,and also medium wind speed.

but in humid weather the surrounding full of water particles which dont reciev enough water,it has a good wind speed but not particular temperature.
