scouring is not done before using cotton balls , but it is necessary before using fleece for making wool.why?

Scouring is not done before using cotton because cotton does not contain so much of dirt and harmful organisms but wool which is obtained from animals like sheep, yak, etc needs to scoured as to remove the dirt and grease and the harmful organisms present on the wool.Wool also contains unwanted particles like burr which has to be removed by scouring but the impurities in cotton can be removed easily.Using scouring for cotton is just not practical.
