Employing unqualified and inexperienced teachers is a counterproductive move that will affect quality education

The Central Government launched various programs for Universalisation of Elementary Education (UEE) and the States were requested to pursue the programme of UEE. The aim and objective of the central Government was to make education available at grassroots level, especially to the children in the age group of 6-14 years, through trained and highly qualified teachers employed by the state Governments. Right from Independence till date various education commissions have been put in place. The main crux of these commissions and schemes was to eradicate illiteracy.

The involvement of public to ensure quality education at grassroots level – ensuring retention of pupil in the schools, minimizing drop out of children from the schools and ensuring availability of teachers in the schools – was the need of the hour. The then Principal Secretary to Government Education Department issued a circular and instructions concerning constitution of village level committees for this purpose vide No Edu/plan-184/2000 dated17-02-2000. In the circular following shortcomings at primary level in school education were elucidated:

I) Absenteeism of the teachers particularly in the remote and backward areas where the supervision is whittled down and there is lack of social pressure.

ii) There are instances where the teachers appointed on substantive bases and belonging to urban and semi-urban areas find it to difficult to serve in rural areas thereby accentuating the gaps in services.

iii) Less enrolment and gender bias is also discernible. Many girls are still out of schools due to lack of opportunities.

iv) The drop-out rate is extremely high and retention percentage is very low.

v) The quality of education is poor because the teachers lack training and motivation.

In order to solve these problems constitution of village level committees was conceptualized by the Central Advisory Board of Education (CABE), which was implemented in other states for promoting participation of community in the management and monitoring primary education. In order to implement the suggestions of CABE, in absence of Panchayats, alternative mode was decided to be adopted by constitution of village level committees for overseeing the working of primary schools. Each village was taken as unit for constitution of village level committee for education purposes.

The State Government tampered with the whole program and issued Govt. Order No 396 of Edu.Dated 28-4-2000. In the said order the village level committee was directed to make recruitment to the post of teachers christened as Rahber-E-Taleem at village level taking village as unit for such recruitment to the posts of teacher (Rahber-E-Taleem). In the said government order the village level committee constituted earlier vide No Edu/plan-184/2000 dated17-02-2000 was now to be headed by Zonal Education Officers instead of Headmaster of the school. The Rahber-E-Taleem teachers so engaged would work for a period of five years at monthly honorarium of Rs 1500 for first two years and on Rs2000 from third year onwards. And after completion of five years service the candidate shall be eligible for appointment as general line teacher in the Education Department. Further, at the time of consideration for formal appointment a teacher, if not found eligible to fulfill the age/qualification, then his or her appointment would be on contractual basis for future. As per the Principal Secretary’s letter to government Department of Education (No2/44/PS/Edu/2k dated 19-9-2000), the Academic qualification was relaxed from class 12th to matriculation in case of non availability of 10+2 persons. The Divisional Commissioner Kashmir letter No Dev com/Dev/136-A/02 dated 18-12-2002 reveals that RT vacancies will be created on retirement and promotion of teachers as masters.

Sarva Shiksha Abhiyan (SSA) is also an effort to universalize elementary education. It is aimed to provide opportunities through provision of community-owned quality education. Under 1.6 the SSA Programme there’s emphasis on quality and role of teachers. SSA specially emphasizes on making education at the elementary level useful and relevant for children by improving the curriculum, focusing on child-centered activities and effective teaching and learning strategies.
