solution:

by inductive effect :

basicity order

3° > 2° >1°

but on the basis of hydrogen bonding basicity order :

1° >2° > 3°

But experimentally :

basicity order

2° > 3 ° > 1°

Exception:

but if R group is akyl group such as ( CH3)order of basicity :

2° > 1° > 3°

conclusion:

in aqua solution , 2° amine is more basic than 3° amine due to the combination of inductive effect, solvation effect and steric reasons.
