and this can be also fake as this changes with fractions of millisecond every month due to the coming closer and going far of planets, you don't need to worry much...

and last year it was 0.05 sec faster
and earth is also spinning faster due to mass distribution too

plz don't believe on rumours until the information is proven by some credible sources
btw Earth's rotation is slowing slightly with time; thus, a day was shorter in the past. This is due to the tidal effects the Moon has on Earth's rotation.
