this picture shows that developmental goals vary from person to person. poor peoples thought that they would be able to fulfill their basic need which is developmental goals for them. but the rich people always thought that they don't want to develop.

therefore, for development people seek the thing which is important for them.

this shows developmental goals are conflicting too.
