Autumn is a very dry season. plants and seeds need water to grow so hence, they would not be able to grow without water. also, the sunlight is slightly low in autumn, which is also necesarry for the plants.

Chemical dormancy - there are chemicals on the outside of the seed that prevent growth. These can be dissolved in, or washed away, by water. Then the seed can germinate. This type of dormancy also exists in many flowering plants, including grapes and tomatoes
