THE REASON IS :-

If the soil is too dry for seeds to germinate in autumn, germination is delayed until spring, at which time the soil is moist due to rain and/or melting snowand seeds germinate and plants behave as ephemerals. ... If they fail to germinate in autumn they can do so in spring.
