Seeds germinate and that is what helps in reproduction in plants.

Some seeds do not germinate due to lack of favorable conditions such as high moisture content.

In this case, since the seeds do not germinate, no reproduction takes place.

Thus reproduction takes place only when germination of seeds takes place.

ANSWER:

There are plant which also grow without seeds. They grow from spores or cutting. Certain plants can undergo 'asexual vegetative reproduction' and grow as new plants as rhizomes or tubers.

EXPLANATION:

The 'ferns' and 'mosses' grow from spores. Spores are unicellular in nature, they are found under the leaves of non flowering plants.

All gymnosperms and angiosperms belong to spore family. The plant like celery grow from the small cutting from plant. Hence all plant does not germinate from seeds.
