Step-by-step explanation:

The cloth is 8 metres long.

Seema cuts them into pieces of length  1/ 4  metre.

The number of pieces Seema gets is 8 ÷  1 /4  = 8 × 4 = 32

Radha's pieces are half as long as Seema's pieces.

The number of pieces Radha will get after cutting = 32 ÷  1 /2 = 32 × 2 = 64.
