Agro-based industries are those which depends on agricultural products  as raw materials. Raw material is such a material from which other materials are made. 
Example: Textile industry. They uses cotton as raw material(they get through agriculture) and then it is processed to make dresses.
Mineral-based industries are those basic industries on which all other industries depends for machinery.
Example: Iron and steel industry.
