Dipole moments is a measure of electrical polarity and it occur mostly due to a separation of charge.
They can occur between two ions in an ionic bond (remember ionic bond is formed when one atom loses and the other one accepts an electron often between metals and non-metals) or between atoms in a covalent bond (occuring as a result of sharing of electrons);
Also dipole moments arise from differences in electronegativity. And thus the larger the difference in electronegativity, the larger the dipole moment.
Again we can say that the distance between the charge separation is also a deciding factor into the size of the dipole moment.
