The concept of Local Government included in the Indian Constitution after the 73rd Constitutional Amendment act of 1992. It introduced a third tier of Government in the India system in thr form of Panchyati Raj Insititutions(PRIs).
- But the financial powers were given to the respective States. Thus, it is the State Government who decides the allocation of Funds based on the policies and needs of each village of their region.
- Panchayats were given the responsibility to solve the issues of culturals and rural agendas which is not giving any rigourous punishment like that of courts.
- The Panchayats also suffer from the problem of ineffective participation at the village level. Most of the time, it is the the people who heads the Assembly, their representatives are holding the position in the Village.
Politicization of the local government is also an another probelm which is present in the system. The people fought for the power and not for the development.
