Riversides, Because it provides us with fertile soil and sufficient water. Thus, Plants like paddy, wheat can be grown which provides the people of civilizations with food and the rivers provide water.

Mountainous Regions are also some what ideal, because some plants might not be able to be grown in places having hot climate. Thus, Mountainous Regions  would also be ideal for a civilization to form.
