The verb oscillates originated from  Latin word osculum, which means  "swing,".


Therefore it makes sense that oscillate is applied to define an object like a fan or a pendulum that swings laterally from side to side.


This is also meant to define a different kind of motion — like wavering of someone who is going back and forth between conflicting cases.


In case there is trouble to take a decision it feels like to oscillate ie. swinging from one decision into another.
