The United Nations has warned that Pakistan is fast approaching the
or dangerous beginning or start) of chronic (long-lasting) water shortage. According to it, of particular
concern (worry) is the over-exploitation of ground water in Pakistan and its wastage. This is an
area in which much needs to be done. Freshwater is a precious commodity, and its supply, distribution
and consumption have to be carefully planned and monitored (watched and checked). Water losses
have to be curtailed (limited). The construction of some big dams at central places on the main
rivers and smaller dams in the catchments areas (from where the rain flows into rivers and lakes)
and on the minor rivers is essential (extremely important). These dams will store the surplus water
now going waste, help in irrigation and hydroelectric production. Besides providing water for
extensive irrigation, they will promote the fisheries on a wide scale. They will also contribute to a
lessening of (reduction in) the atmospheric pollution. This programme should be prepared on a war
footing and implemented on an emergency basis. In the exercise of his emergency powers, there
will be no harm if the President uses them to implement national water plans with the help of the
armed forces when agriculture faces a disaster and the nation is sure to die of starvation.
India can further cut water supplies to Pakistan through the dams on the rivers in Kashmir to irrigate
its desert areas like Rajasthan. This situation calls for (requires) efforts on the part of the government to
consult the UN, the Islamic countries and the world powers for urgent steps to stop India from
violating the Indus-basin treaty governing the use of the river waters flowing into Pakistan.
Pakistan and China should conclude a pact (political agreement) that if India tries to take away
Pakistan's share of the river waters in any way, it will be a declaration of war against both of them.
