I did not properly get your question but here are my thoughts based on what I've understood.

The service sector is mainly known for its work , which is , assisting or promoting the income primary and secondary sectors. for example only if a farmer produces a type of food grain, only then will the service get a job to do. So if the the primary and secondary sector cannot keep being productive, growing and improving , the service sector will not be able to jobs out of anything and there is no materials being provided.

another example, an income of a businessman who deals with a certain product, is only determined by the product produced. If the primary or secondary sector stop producing that certain product , he will not be able to run a business on that and will not earn any income.

This is why the service sector cannot expand beyond a level unless agriculture and industries do so, as well.
