The services types of goods are limited in number and they are connected to products in one way or another. As after the purchasing of car for one time, the services starts such as tuning, washing, painting etc. So services can not expand beyond a level without the help of other industries.

Agriculture is primary industry and primary industry provides raw material for secondary industry. so to develop secondary industry here we need primary industry. These both kinds of industries provides the basic Infrastructure for us. that's why service activities can not expand beyond a certain level without agriculture and industry.

Simply we can't expand service sector without having basic Infrastructure.
